Summary

GENERAL PURPOSE

This position is a skilled position that typically performs a variety of accounting and utility billing tasks for the Finance Department.  This position maintains accounting records and performs various regular and recurring accounting duties including the accounts payable, accounts receivable, payroll, tax and license, and fixed asset inventory systems.  This position administers the City’s payroll system at the direction of the Finance Director.

Works under the supervision of the Finance Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Administers the City’s payroll system.
  2. Administers the City’s accounts payable and accounts receivable systems.
  3. Reconciles and prepares daily bank deposits.
  4. Assists with utility billing functions as they relate to the general ledger.
  5. Updates and maintains accounting ledgers and records.
  6. Maintains the City’s B&O and utility tax records.
  7. Performs monthly bank reconciliations.
  8. Administers and maintains the City’s business license program. Coordinates with Washington State Department of Revenue for the Master License program.
  9. Updates and maintains City asset inventory system.
  10. Receipts money transmittals from other City functions.
  11. Provides back up assistance for answering the City’s telephone system and back up assistance in assisting citizens at the front counter with service requests.

PERIPHERAL DUTIES

  1. Assists the Finance Director and/or the Budget Officer in the preparation of the Preliminary and Regular Budget.

    MINIMUM QUALIFICATIONS

    Education and Experience:

    • Graduation from an accredited four-year college or university with a Bachelor’s Degree in Accounting, Business Administration, or closely related field, and
    • Two years of progressive experience in accounting or full cycle bookkeeping and payroll.
    • Any combination of related education and experience or training that, in the opinion of the City, would provide the level of knowledge and abilities required.

    Knowledge, Abilities, and Skills:

    • Considerable knowledge and basic accounting and bookkeeping principles and practices.
    • Proficient in use of Microsoft Office products (MS Word and MS Excel).
    • Considerable knowledge of computers and their application in financial and accounting systems.
    • Ability to prepare reports recommending improvements and/or solutions to accounting problems.
    • Ability to plan and organize work to meet deadlines and seasonal workloads.
    • Ability to communicate effectively orally and in writing.
    • Ability to establish and maintain effective working relationships with City employees, other agencies, and the public.
    • Ability to work through detailed problems while maintaining substantial attention to detail.
    • Ability to maintain accuracy and thoroughness while working under pressure.

           

    SPECIAL REQUIREMENTS

    Verification of identity to work in the United States as required by the Immigration Reform and Control Act.

     

    TOOLS AND EQUIPMENT USED

    Personal computer using accounting software (i.e. Springbrook Finance Software, MS Excel) and word processing software, 10-key calculator, phone, copy machine, facsimile machine, and document binders.

    Work is performed in an office setting.  Hand-eye coordination is necessary to operate computers and various pieces of office equipment.  While performing the duties of this job, the employee is required to stand; sit; use hands to finger; handle, feel or operate objects, tools, or controls; and reach with hands and arms.

    The employee must occasionally lift and/or move objects up to 30 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
